Cyprus removes building permit requirements for low-risk projects

As of October 2, 2024, the obligation to obtain a building permit for low-risk projects, such as the construction of one or two residential units, has been lifted by order of Interior Minister Constantinos Ioannou.

Purpose of the reform

The main goal of this decree is to streamline the construction application process and reduce the administrative burden on local authorities. This decision is part of a broader initiative, involving 22 key reforms aimed at speeding up the approval process for construction projects.

New permit issuance process

Under the new system, building permits will be automatically granted based on a pre-developed checklist. Applicants must complete all necessary points on this list, and if all conditions are met, construction can begin without further approvals.

Key conditions

A number of conditions must be strictly met for a project to be exempt from requiring a building permit:
• The project must not interfere with road infrastructure development plans.
• No more than two residential units can be built on a single plot.
• All zoning and regulatory provisions must be adhered to.
• The height or number of floors cannot exceed the specified limits without additional permits.
• The land must not be located in a special character area or subject to conservation orders.
• Access to the site must not be through national highways or main roads.

Government oversight

Although the process is simplified, compliance will still be monitored. Random checks will be conducted on 10% of applications every six months. If any violations are found during these inspections, the issued certificates can be revoked, and fines will be imposed.
