Cypriot Real Estate Gains Popularity Among Foreign Buyers

Since the beginning of 2025, Cyprus has once again confirmed its status as one of the most attractive jurisdictions for real estate purchases. According to official data from the Department of Lands and Surveys, interest from foreign buyers continues to grow — and this is already reflected in the statistics.

What do the numbers show?

In the first quarter of 2025, 3,921 property sale and purchase transactions were concluded in Cyprus, with 1,671 properties purchased by foreign buyers — a 15.2% increase compared to Q1 2024. For comparison, in January–March 2024, foreigners purchased 1,451 properties.

The number of transactions involving Cypriot citizens also rose by 14.9% — from 2,146 to 2,466 properties in Q1 2025.

Thus, growth is observed both in domestic demand and among foreign investors.

Where is real estate most commonly purchased in Cyprus?

In the first quarter of 2025, Cyprus’s real estate market continued to show positive dynamics across most regions. Some cities are strengthening their positions as preferred investment destinations, while others maintain a more moderate pace.

  • Larnaca: +26.6% (EU) and +20.4% (third countries)
    Larnaca is becoming one of the fastest-growing regions, especially in the new construction segment. 301 properties were purchased by citizens of third countries (vs. 250 in Q1 2024, +20.4%) and 100 properties by EU citizens (vs. 79, +26.6%).
  • Limassol: +15.7% (EU) and +13.8% (third countries)
    Limassol remains consistently attractive to both EU citizens and third-country buyers. Third-country nationals completed 347 transactions (vs. 305 a year earlier, +13.8%), while EU buyers closed 125 deals (up 15.7% from 2024).
  • Paphos: +54.8% (EU) and +2.8% (third countries)
    In terms of transaction volume, Paphos remains one of the most popular cities among foreign buyers, particularly from outside the EU. Third-country buyers also recorded an increase of 2.8% (370 deals vs. 360 in 2024). EU buyers significantly boosted purchases by 54.8% (195 transactions vs. 126 a year earlier).
  • Famagusta: +48.6% (EU) and −21.3% (third countries)
    In the free areas of Famagusta, the most significant growth was among EU citizens: from 35 to 52 deals (+48.6%). At the same time, transactions involving third-country nationals decreased from 47 to 37 in Q1 2025 (-21.3%).
  • Nicosia: −5.7% (EU) and +9.9% (third countries)
    Nicosia remains a less active destination for foreign investors. Nonetheless, transaction volumes are stable. EU purchases dropped from 70 to 66 properties, while transactions by third-country nationals increased from 71 to 78 (+9.9%).

If we consider the total number of real estate transactions with foreign buyers in the first quarter of 2025, the data is as follows:

Thus, the highest volume of foreign transactions is concentrated in Paphos, Limassol, and Larnaca. These cities remain the key locations for investment and property purchases in Cyprus. Analyzing the actual number of transactions allows investors and buyers to better understand market activity and choose regions with the highest liquidity.
